How to Turn a Windows PC Into an IP Camera Security System
Plan a Windows surveillance system that can combine webcams and network cameras.

Turn a built-in or USB webcam into a simple Windows security camera for live monitoring, recording, motion detection and scheduled surveillance.
A webcam can be a practical security camera when you already have a Windows PC in the room you want to monitor. Typical uses include a home office, reception desk, workshop, storage room, pet area or temporary indoor monitoring.
It is less suitable when the camera must be outdoors, far from the PC, powered independently, weather-resistant, or installed in several distant rooms. In those cases, an IP camera is usually easier to place and scale.
Before configuring surveillance, confirm the webcam itself works. Use the Windows Camera application or the webcam manufacturer's utility. If Windows cannot open the camera, surveillance software will not fix a missing driver, damaged cable or disabled privacy permission.
Close video-conferencing software before adding the webcam to Security Eye. Some camera drivers allow only one application to capture video at a time.
Video-call framing puts a face in the middle of the picture. Surveillance framing should cover an area of action: the door people enter through, the cabinet you care about, the room path, or the desk with valuable equipment.
Click Add Camera on the Security Eye toolbar and choose USB, built-in or other webcam. Select the webcam from the list and choose an appropriate resolution.
The original Security Eye manual recommends choosing a higher resolution when you need a larger monitoring area, but higher resolution also increases processing and storage requirements. Choose enough detail for the scene rather than automatically using the maximum supported mode.
Use Connect & Test. If the preview is blank, close other programs that may already be using the webcam and test again.
Use names such as Office Door, Workshop, Front Desk or Pet Room. Location names are more useful than hardware names such as “Logitech Webcam” once you have multiple cameras or review old recordings.
There is no single best recording mode:

For a quiet indoor room, motion recording can greatly reduce storage. For a busy reception area, a schedule may be easier than hundreds of motion events.
A webcam mounted near a computer has some unique false-motion sources: a changing monitor, automatic display brightness, desk vibration, curtains moved by HVAC, and strong daylight shifts from a window.
Use the Security Eye sensitivity setting and mask areas that should not trigger detection. Test with real movement by walking through the important part of the frame. See How to Reduce False Motion Detection Alerts.
First confirm that video is stable and useful clips are being recorded. Then configure email/SMS notifications or alarms if you need them. This order prevents a badly tuned camera from sending alerts every time the monitor changes or a curtain moves.

Those limits do not make webcams bad surveillance devices; they simply define the situations where they are useful. A webcam can be an inexpensive first camera, while IP cameras are usually better for permanent multi-room installations.
